Know what the COE confirms

A Certificate of Eligibility, or COE, tells a lender that VA has confirmed you qualify for the VA home loan benefit based on your service history and duty status. It is an important program document, but it is not a mortgage approval or a promise that a particular property will qualify.

For most VA-backed loans, a private lender makes the credit decision. VA's eligibility page explains that borrowers must also meet applicable credit, income and occupancy requirements from VA and the lender. Ask the lender to separate VA program requirements from any additional lender requirements.

Choose a request method

VA lists three ways to request a COE: online, through a lender that can use VA's online system, or by mail using VA Form 26-1880. A lender may be able to retrieve the COE electronically, but some requests require supporting records or VA review.

The documents depend on your status. VA's request page provides separate instructions for Veterans, active-duty service members, National Guard and Reserve members, and eligible surviving spouses. Use the category that matches your situation instead of relying on a generic document list.

Keep benefit eligibility separate from underwriting

After the COE step, the lender still reviews the application, including credit and income information, and requests a VA appraisal for the property. The appraisal estimates value and is not a home inspection or a guarantee of value.

If a lender issues a preapproval, treat it as preliminary. Final approval depends on the lender's review, the property and the completed loan requirements.

Prepare your next steps

  • Check VA's eligibility page for the service category that applies to you.
  • Gather the records listed by VA before starting the request.
  • Ask whether the lender can request the COE through VA's online system.
  • Save the COE and any VA correspondence with your loan documents.
  • Compare lenders and ask which requirements come from VA and which are lender-specific.
