Separate the VA funding fee from other costs
The VA funding fee is a one-time program charge on many VA-backed and VA direct home loans. It is different from lender charges, third-party services, taxes, insurance and other costs that may appear at closing.
VA sets the funding-fee rules. Your lender determines items such as the interest rate, discount points and many other loan costs. Ask which charges come from the VA program and which come from the lender or another provider.
Confirm whether an exemption applies
Some borrowers do not have to pay the funding fee. VA lists exemptions for certain borrowers with service-connected disability compensation or eligibility, some qualifying surviving spouses, certain service members with a pre-discharge rating, and active-duty Purple Heart recipients who provide the required evidence by closing.
Do not assume an exemption applies. Ask your lender to confirm the funding-fee status shown for your loan, and contact VA if the status appears incorrect. VA also explains that a later disability award may support a refund only in certain circumstances.
Decide how the fee will be handled
VA says the funding fee can be paid at closing or included in the loan. Financing the fee increases the amount borrowed, so review the effect on your loan balance and total cost before choosing.
For a VA purchase or construction-to-permanent loan, VA says only the funding fee may be financed into the loan amount. Other fees and charges must be handled at closing, subject to the program rules, your transaction and the lender's review.
Use the Loan Estimate to ask better questions
Review the funding fee, lender charges, services, taxes, insurance, credits and estimated cash to close on your Loan Estimate. CFPB advises comparing Loan Estimates for the same kind of loan and asking about anything that differs from what you discussed.
- Is the VA funding-fee status correct for me?
- Will the fee be paid at closing or included in the loan?
- Which costs are set by the VA program, the lender or another provider?
- Which services can I shop for?
- What documents must I provide before closing?
Keep program eligibility and final approval separate
VA eligibility and a Certificate of Eligibility do not by themselves guarantee loan approval. Preapproval is preliminary, and final approval depends on lender review of the borrower, property and complete transaction.
